New initiatives to help businesses thrive in the data-driven economy through generative AI, Privacy-Enhancing Technologies (PETs), and digital twin technology were unveiled at the inaugural Singapore Data Festival (SDF).

Speaking at the event, Josephine Teo, minister for Digital Development and Information of Singapore, emphasised the need for stakeholder collaboration: “Ultimately, no playbook, guideline or technical standard succeeds on its own. They become meaningful only when people and organisations put them into practice, share what they have learnt, and collectively raise standards.
New guidelines
The Personal Data Protection Commission (PDPC) introduced new guidance on the use of personal data in generative AI models and systems to help organisations safeguard personal data throughout the GenAI lifecycle, from development and deployment to post-deployment.
With support from the Infocomm Media Development Authority (IMDA), the guidelines incorporate feedback from a public consultation with 40 organisations and complement PDPC’s Advisory Guidelines on the use of Personal Data in AI Recommendation and Decision Systems and Advisory Guidelines on Key Concepts in the Personal Data Protection Act (PDPA).
IMDA also launched “The Transparency Guidelines for GenAI Chatbots”, new voluntary recommendations to enable informed use, standardise disclosure, and enhance accountability of GenAI chatbots.
A central recommendation is a Chatbot Info Card, similar to a nutrition label, that presents essential information, including safety commitments, through a dedicated information page or disclosure document.
To encourage wider adoption of PETs, PDPC launched a Guide on Federated Learning featuring an adoption roadmap and risk management recommendations, and updated its guide on Synthetic Data Generation to reflect the latest industry research and advise organisations on creating artificial datasets.
Together, the guides help organisations identify suitable PETs, strengthen data safeguards, and unlock data for AI innovation and collaboration.
IMDA has launched the Digital Twin for Enterprises Playbook, a comprehensive legal guide designed to assist organisations in adopting digital twin technology, with plans to conduct Tech Discovery Workshops and collaborate with technology partners to facilitate implementation and scaling.
