The Hong Kong Computer Society (HKCS) has welcomed technology and industry policies presented in The 2025 Chief Executive's Policy Address.

"Over the years, the HKCS has consistently made recommendations on the Policy Address. We are pleased to see that many of the government's proposals align with our suggestions," Dave Chen, president of the HKCS, said.
AI as a core industry
HKCS supports the government's establishment of the "AI Efficiency Enhancement Team", a program designed to integrate AI across public services. To advance AI development, the government also upholds complementary policies that promote AI scientific research, talent cultivation, capital mobilisation, data advantage enhancement, and application expansion.
"We have long supported the advancement of e-government, and the establishment of the AI Efficiency Enhancement Team is poised to enhance government service delivery. HKCS's Artificial Intelligence Specialist Group (AISG), comprising leading industry experts, will collaborate closely with the government to accelerate AI adoption and strengthen Hong Kong's AI ecosystem," Chen said.
Decisive government action
The Policy Address also mentioned the 'Committee on Development of Northern Metropolis' and its subsidiary working groups, which cover development and operation models, university town planning, and overall regional development. For Chen, the project demonstrates a "decisive government action".
Chen also commended the government's initiative to maximise land resources for technology industry growth. Initiatives include the Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone, the upcoming 'Development Outline for the San Tin Technopole,' and a tender for approximately 10 hectares of data park land in Sha Ling, North District.
